About the Certificates
NOC for Setting Up of Armouring Company
This document represents official authorization issued by the Government authorities allowing the establishment and operation of an armoring and protected vehicle conversion company under defined regulations and security policies.
Ballistic Testing Report of Bulletproof Glass
This report confirms that the bullet-resistant glass used in our armored vehicles has undergone ballistic testing against various calibers of ammunition to verify its protective capability and compliance with required ballistic standards.
Representative Agreement / Authorization Letter
This certificate authorizes partnership and representation between organizations for the supply, installation, and integration of armored vehicle components and security solutions.

Cemar International hereby declare that SM TRADERS (Secure Motors Tactical Armored Cars), is our representative for Pakistan to supply our complete range of products.
This agreement includes authorization to participate in bids, product supplying, product sales and sharing of technical data as may be necessary to International Agencies operating in Pakistan, Government, Semi-Government, Paramilitary and other agencies in Pakistan.
This agreement shall be for a period of one year.
This agreement may be terminated at any time and for any reason by either party giving the other party notice from 120 days’ notice of termination.

This is in reference to the application dated 7th September, 2021 regarding establishment of armouring/retrofitting company by M/S SM Traders, Karachi subject to the following conditions:
- M/S SM Traders shall not make retrofitting unless the vehicle owner has obtained NOC from Ministry of Interior.
- M/S SM Traders shall confirm authenticity of each NOC before retrofitting vehicles.
- Retrofitting shall be carried out at the approved place and address only.
- The company shall follow Policy/SOPs on Armoured Vehicles issued by Ministry of Interior.
- The company shall maintain complete record of retrofitted vehicles.
- All raw material imports must follow the Import Policy Order.
- Record of raw material imports shall be provided to authorities when required.
- The Ministry may inspect facilities at any time to verify compliance with policies and SOPs.
This issues the approval of Competent Authority.

- Ministry of Interior may require inspection at any time to verify facilities/equipment.
